Further, the base chance to find a shiny in the 3DS games is 1/4096, and for legendaries like Lugia it can’t be pushed any higher than approximately 1/1365. Depending on how unlucky you are and whether or not you’ve done anything to increase your chances, you could be sitting there for a few weeks trying to get the shiny to show up in the first place.
